Call for proposals for Non-military Conflict Resolution, Dialogue and Mediation

Introduction
We are pleased to inform you that 12 million DKK has been allocated for non-military conflict resolution, dialogue and mediation in the recently adopted Danish finance act for 2015. We therefore launch this call for proposals. The deadline for submission of the project document and supporting documents is 8 April 2015 at 12:00 hours, (DK time). 
 

Requirements
The proposal is to be presented as a clear and concise project document. There is no fixed format for the proposal, but it should not exceed 10 pages (font type: Garamond 13) including the budget, but excluding annexes.

Proposals should as a minimum include the following basis information:

  • Brief presentation of the applying organisation including organisational set-up and administrative capacity – latest annual report, latest annual accounts, constitution and composition of the board should be attached as annexes
  • Documentation of experience and technical knowledge of non-military conflict resolution, dialogue and mediation in fragile states. Lists of relevant activities and publications covering the last five years may be attached as annexes.
  • Description of the conflict(s) relevant to the project in question.
  • Detailed contextual analysis of the conflict(s), local needs stakeholders and ownership.
  • Justification for the proposed project, such as geographic focus and choice of approach to non-military conflict resolution, dialogue and mediation
  • Theory of Change and results framework for the project.
  • Description of key activities, outputs and expected impact.  
  • Risk assessment and implementation time plan.
  • A detailed budget, including costs for auditing financial reports and an administrative overhead of max. 7 per cent. of other project expenditure

All proposals will be assessed and rated according to predefined criteria, detailed below. 
The assessment will include the use of competitive scoring in respect of each criterion.

Applications should be aimed at activities in countries defined as developing countries by DAC or information activities in Denmark regarding non-military conflict resolution in such countries.

 
Deadline for Submission
The deadline for submission of the project document and supporting documents is 8 April 2015 at 12:00 hours, (DK time). The proposal(s) should be addressed to um@um.dk with a copy to hcp@um.dk and jenras@um.dk

 

Assessment Criteria
The following criteria will be applied when assessing the proposals:

  • Overall capacity and experience of the applying organization in the field of conflict resolution, dialogue and mediation.
  • Quality of contextual analysis of the conflict(s), local needs, ownership and actors.
  • Quality and consistency of justification for the project such as geographic focus and choice of approach to non-military conflict resolution, dialogue and mediation.
  • Ability to present clear links from analysis of context, needs and relevant stakeholders to definition of objectives, activities and outputs. 
  • Clear and documented criteria and methodologies for selection of beneficiaries. Analysis of assumptions and risks, including expected security implications for involved personnel on all sides.
  • Clear and consistent results framework including measurable indicators.
  • Documented presence of the applying organization in area of the proposed intervention, as well as relevant and sufficient capacity and expertise, and if relevant capacity of proposed local partners.

Further Details
Funding decisions will be announced in June 2015.
 
An initial instalment amounting to 25 per cent of the grant may be requested upon receipt of the grant notification. Further instalments will be subject to progress in project implementation.

Approval of 6-8 projects is expected. Implementation should be completed by end 2016 and final reporting and accounts submitted by 30 June 2017.
