Close Out Audit of the Natural Resources Management Programme

Description: The Governments of Kenya and Denmark jointly formulated and implemented the Natural Resource Management (NRM) Programme in the period 01 January 2010 to 31 December 2014. It had several components, one of which was the Ministry of Environment and Mineral Resources (now the Ministry of Environment, Natural Resources & Regional Development Authorities) and simply referred to to as the "Ministry" in this advertisement.

The present assignment concerns audit of the funds provided to the Ministry in the last financial calendar of the programme, i.e. 2013-14, which were also rolled over to 2014-15, due to a no cost extension provided to enable completion of planned activities.

The purpose of the audit is to confirm that the funds for the period in question were used for the intended purposes and in an efficient and economical manner in line with the financing covenants between Danida and GOK financial regulations and guidelines.

Objectives of the audit: Specific objectives of the audit are contained in the detailed Terms of Reference but key among these include conducting Value for Money review, reporting and quantifying any expenditures /activities not incurred in an efficient and economical manner; determining and quantifying the ineligible expenditure or funds not used for purposes intended in the project as per the Legal agreement, Danida and Government of Kenya regulations; commenting on the use of approved work plans and budgets in relation to the agreement with programme provisions; assessment of the adequacy of the internal control systems to ensure value for money and control of funds; and identifying any material weaknesses in the financial management arrangements and make recommendations for mitigation measures necessary to strengthen systems, amongst others.

Timing: The estimated duration for the audit is 40 working days, spread between the months of March and April 2016.

The estimated maximum budget is DKK 350.000,-
