Technical Assistance for CDTF Programme Close-out - Kenya

Description:  The Governments of Kenya and Denmark jointly formulated and commissioned the Natural Resource Management Programme (NRMP) for implementation in the period 01 January 2010 to June 2016. It is implemented by six partners, through three components that address natural resources management (NRM) and climate change (CC). The third component of NRMP involves engagement of civil society and the private sector in the sustainable management of natural resources. The civil society engagement is structured primarily as a competitive grant making and technical support provision mechanism, through which organized community groups receive funds to undertake their considered local priorities in NRM and CC. The Community Development Trust Fund (CDTF) has been the lead institution in the implementation of this component. The community groups are the primary project implementers while CDTF provides technical and financial oversight. Within this currently active phase of funding from Denmark, CDTF has implemented a total of 64 projects in the area of natural resources management and climate change. The total grant fund since 2010 to date is DKK 135 Million. The grant fund consists of DKK 50 Million from a special Danish Government Climate Envelop (DCE). The EU and Danida have been the main donors of CDTF but the two donors are exiting in April 2016. It is expected that CDTF will cease to exist after that date given that it has been 100% reliant on the two donors. This implies that CDTF has to conduct a range of final programme closure activities including financial closure, before April 16th 2016 and ultimately a programme hand over to Danida. The CDTF team is already implementing various closure activities albeit experiencing a number of challenges especially related to time constraint and short staffing. This assignment therefore is intended to address the current gaps in CDTF so as to enable an efficient, accurate and timely close-out and hand over of the Danida-funded programme component. It is envisaged that requisite technical support will be deployed to accompany the CDTF management and financial teams in carrying out a host of financial closure and programme hand over activities, in compliance with the Danida guidelines. The tasks entailed include:- final financial report preparation, financial reconciliation, asset registration and transfers, creation of backup of programme books, closing of bank and utility accounts among others. This assignment is expected to take place between mid-March to May 2016, with a possibility of an extension, at an estimated cost of DKK 300,000.
